The explanation for the refusal of the penalty by the crooks at the PGMOL is laughable. I wonder if they would say the same if a player punched another player when "the ball was not in play?" Or if a player dropped his shorts in front of the crowd when "the ball was not in play?" There is one set of "Rules" for the Big 7 & another set for Everton.
