Max. He's not had the same run of dominant cars, minus 23, and has been more consistent in threatening in equal or worse cars. Would be interesting tho.

Impossible to say but Hamilton was untouchable for years. Verstappen however hasn’t had the fastest car for a season or two now yet until recently was always dragging it toward a podium

In one generation of car? you have to race across generations of cars (Regulations) to really be considered the GOAT. Max is underperforming and crying after one regulation change.
